Is it possible that, when resolving a ticket, all users are notified?

By "users" do you mean customers or registered staff members?

Customers can be notified, make sure you have this enabled: Admin panel > Settings > Email tab > Notify customers when: A support ticket is marked Resolved

Notifying staff on resolved tickets is not built into Hesk.
