Does it actually work with Hesk 2.5.5?

Have spent the last 4 hours installing/reinstalling, even trying older versions then upgrading to 1.7 with no luck, Hesk 2.5.5, does it even work?

Always getting account not active on admin panel, and cannot create tickets do anything database related.
Table hesk_denied_ips issues, constant issues one after another, if it does work with 2.5.5 what is the more in-depth details to making it work?

It sounds like you never executed the installation. Set $hesk_settings['debug_mode'] = 1 in hesk_settings.inc.php and run a clean installation. Some users have reported an issue with the installation procedure not automatically redirecting to the next set of database scripts. If you fall into that group, a workaround is available at viewtopic.php?f=19&t=4905&start=165#p22551. A fix for this will be released as part of Mods for HESK 2.0.0 beta 1.
