Pop3 permissions issue

What terms did you try when SEARCHING for a solution:
default category
category change
general tickets
pipe 3 email access

I am not sure if this is a bug or I just don't understand how it works. When a ticket comes in through pop3 it is automatically put in the general category. The only users that can see this are admin users and you can't assign it to anyone but other admin users. Once you change the category though it opens it to all users even though other permission groups have access to general. It works fine if a user manually creates the ticket using the create ticket form.
