HESK v3 requires a modern browser which IE9 is not. There are currently no plans to support old browsers in v3.
If you need support for legacy devices, you should:
1. download and use HESK v2 (as mentioned in the FAQ at https://www.hesk.com/download.php)
2. OR, create a custom theme that will work with the old devices
