The format for inserting the tracking URL is %%TRACK_URL%% . You have %%TRACK_URL%& .
Regarding the editor: sadly the editor isn't really responsive (at all). I'm planning on replacing it in the next minor release.

Go to <path to your helpdesk>/language/it/email/html/ticket_assigned_to_you.txt. Find: %%TRACK_URL%& , replace with: %%TRACK_URL%% .

Oops! It was my fault!
It is the Italian translation of the html email file "ticket_assigned_to_you.txt that has this error.
Mike: how can I resubmit this file without resumbitting everyhing?

I've already fixed the translation in the translation system, so there's nothing you need to do
