Can't open remote URL!

Script URL: http://mydomain.com/directory/form.html
Version of script: Version: 1.02
Version of PHP: PHP Version 4.3.10

When I submit the url above (my real domain omitted) I get the page:
http://mydomain.com/directory/addlink.php

with the error message:
ERROR
Can't open remote URL!

Why?
