This is on purpose and only happens when you submit a ticket from admin interface (because staff may not always have all the customer info).

If you submit tickets from customer interface you will see the fields are required.

I would like to know if it is possible to display as required in the reply for a staff member ?

Unfortunately there is no "one click" way of doing it at the moment, you would need to manually add the functionality to the HESK code.
