I have also re-installed, deleted and re-installed about a half dozen times ...and still can't login to the admin.
...have checked and re-checked all work ...still can't figure out the problem.
Could the issue be the PHP version my host supports?

hi notepad try chmod every file to 777 and see if it works that way, if it does then all i can suggest is to chmod each file back down to what they should be generally 755 with the exception of the 2 .txt files set to 666
set one check it works set the next check it works.
also make sure you have uploaded the files as ASCII and not the other options as Auto will i have found uploads as the other when it should blatently be ASCII

Hi,
I though we figured out that in a previous post? The problem IS the PHP version your hosting company is running. They have an old version back from the year 2001. Did you contact them and asked for PHP to be upgraded to a more recent (stable, powerful, secure, ...) version?
