how to assign user to a category

I have categories like sales , accounting, IT and I have 3 users. how do I assign users to categories or categories to users. Like category manager?

In admin panel go to "Users" page.

When creating new users select "Administrator: NO" and you should then be able to select categories/features for the user.

Existing users can have categories modified similarly by clicking the "Edit" icon in the users list.
