problem with persian e mail translate!

I translate this script in persian.
But when the ticket is sent in the mail, the ی letter in persian will be shown if the variable%%
ی
for example, "شیراز" word = شیراز

This event occurs when a mail is sent to the wishes of the variable
For example,

I don't have experience wih Persian languages, but the problem most likely is in encoding.

In language file try setting the encoding to utf-8 and saving the file in utf-8 encoding (without BOM - byte order mark).

I'm afraid I don't have any ideas here as I have no experience with Persian languages, but it most likely is an encoding issue.
