Can't restrict permissions of technician user

I have read the "READ THIS BEFORE POSTING" post
I have checked all the HESK Knowledgebase files
I have looked through the existing phpjunkyard Hesk forums using several search strings and even trying to just find it with my own eyes
This is important enough to me, I would be willing to purchase the site license for this software if you would help me with this one question.
Here is my problem: I want to have a tech who only has these permissions: can_view_tickets,can_reply_tickets,can_assign_self,can_view_unassigned
But, right now, that tech has permission to assign category, technician and priority.
I have ensured to restrict his permissions when creating his profile.
I have checked the settings page for a way to ensure this is restricted.
I have tried deleting and re-adding tickets
I have tried deleting and re-adding users
I have tried looking through every one of the backend MySQL tables through PhpMyadmin
I have tried Googling a solution on the PHP side (I'm not very knowledgable about PHP though)
