I have somthing founded and I think it is important

I have a user given no admin rights
but it is possible that that user make a new user with admin rights

how can I solve that there are only 2 users that have the rights to do that

It can't really do that. If a user doesn't have administrator rights he can't even access the "manage users" page.

You are probably seeing this because you are first logged in as administrator, then login as a normal user but the old session didn't yet fully expire (or you didn't logout properly?).

Try closing all your browser windows, deleting your temporary Internet files then open Hesk and login as a normal user. You shouldn't be able to even access the "Manage users" or "Manage categories" page.
