Hello,
1. I noticed you moved all admin files to "admin" folder, this probably means the script is not able to include all the required files or you made an error editing them. Does it work with original files (without editing/moving anything except settings file)?
2. Does it work here?
http://www.sovereignearth.org/support/admin.php
3. Do you get any errors if you st debug_mode to 1 in settings file?
4. Upload these two files to the server and post a link here:
http://www.phpjunkyard.com/extras/phpinfo.zip
http://www.phpjunkyard.com/extras/session_test.zip

Hi,
If
http://www.sovereignearth.org/support/admin.php
works then I don't see the issue here.
http://www.sovereignearth.org/support/admin/index.html (or ANYTHING located in your "admin" folder) is not something that comes with Hesk, it is something that you (or whoever installed it for you) added and if that doesn't work I can't provide support on 3rd party editing. But since the original login page works just use that.
Regards
