The "No valid user ID" error message is not used in any of the admin tickets pages so the error doesn't make sense.
Does the new time get saved?
Are you using original, unmodified Hesk files?
If yes, it could be a server-side caching issue. Turn off all server-side caching for Hesk (you may need to ask your hosting company to do that).

The thing is the "No valid user ID" is used nowhere in those actions at all (plus saving time didn't change), so it is probably cached somewhere.

to confirm haven't modified anything just installed from my hosting co's installer
does it on different tickets as well

Like said, the only thing that even remotely makes sense for this error is server-side caching. Ask your host to turn any server-side caching off for your help desk.
