When staff close a ticket, I need an email to also be sent to a CC address.

There is no built-in way to send CC emails.
Probably not exactly what you are looking for, but what you could do is edit the ticket and add the second email before resolving it.
You need "Multiple emails: Allow customers to enter multiple contact emails" enabled in Hesk admin panel > Settings > Email before you are able to add multiple emails to a ticket, separating them with a comma.
