Unfortunately that's not something built-in Hesk. We do plan to add an option to "monitor" a ticket by other staff members in Hesk 3.3

Possible yes, but you will most likely need to hire someone with PHP knowledge to code that for you.

If you don't have a developer at hand you can maybe try by posting a project to sites like upwork.com or freelancer.com
