One of my businesses needs both pre-sale and post-sale ticketing support. However I would need restricted access some public knowledge base articles to only post-sale users. Perusing both the HESK knowledgebase and the topics on this forum I’ve not seen this requirement discussed.

That's not possible with Hesk, it's designed to be a public knowledgebase with no customer accounts to there is no built-in way of restricting access to a group of people.
