When a user submits a ticket, a duplicate ticket gets posted, usually with a time stamp one minute later. Any idea how to resolve this?

After knowledgebase suggestion or articles the "submit a ticket" form is automatically submitted. Because of the slight delay my guess is some of your customers click the "Submit a ticket" again resulting in duplicate tickets.
The solution would be to upgrade your help desk to the latest version as the submission process had improved since version 2.0 you use.
