PHP text hit counter

Can you please on PHP text hit counter, I have download latest version counter16. I followed the installation instructions steps. I am not able to open the page using http://domainname/counter/counter.php?page=sns
where domainname is my webserver ip address and sns is txt log in logs folder also it has all the folder access using IIS6 like Internet Guest ...etcc..

Problem is I am not alble to open in broswe after embedding the javascript code in html , also I was trying to execute manually from windows command prompt as below

C:\Inetpub\wwwroot\counter>php counter.php?page=sns
Could not open input file: counter.php?page=sns

Using PHP
C:\Inetpub\wwwroot\counter>php -v
PHP 5.3.28 (cli) (built: Dec 10 2013 22:06:17)
Copyright (c) 1997-2013 The PHP Group
Zend Engine v2.3.0, Copyright (c) 1998-2013 Zend Technologies

I am not sure what's the issue. Please help on this.

Not sure the counter script started working only thing I did was restarted my machine after installing PHP 5.3.28.

Unless you let us know exact URL of counter we cannot test and help.
