I am using the Hesk as a knowledgebase. It allows me to save a new category with special chars such as % in the category title, but the category select box does not display anything in the new article form and so the articles are saved but not under the new sub-category. Is there a workaround

Thanks for reporting, seems to be an issue with the TreeMenu class.

Could you verify this file fixes your problem?
http://www.hesk.com/extras/TreeMenu_fix.zip

Upload the "treemenu.php" file to your HESK "inc/treemenu" folder (overwrite existing file).
