Notify non-admin user of ticket submitted to their category

When we move a ticket to a category, all the admin users are notified. When I create a normal user and give them permission to view tickets in that category, they aren't notified. I know we're not supposed to post "is this possible" questions but... is this possible?

I saw this post that seems to address it, but it's from 2007 on a much older version of Hesk.

Does the user have permission to view unassigned tickets or tickets assigned to others?

Also, do you have auto assign tickets set to ON? If yes note that when moving to a category an unassigned tickets gets assigned automatically.

The user does have permission to view unassigned tickets and tickets assigned to others. Auto assign is turned off. The user still does not get notified when a ticket is moved to the category for which they have permission.

Can you upgrade to 2.5.0 and see if this happens as well? A lot of small bugs have been fixed in 2.5.0.
