show tickets assigned to others not working

Non-admin staff have the "Can view Unassigned tickets" and "Can view tickets assigned to others" checked in the Features section of their user settings. When logged in and viewing Open tickets on the Home page, tickets "Assigned to others" are not displaying. Only tickets that are "unassigned" or "assgned to me" are showing. I have made sure that the check box for "Assigned to others" is checked under the "Show Tickets/Advanced Options" section. Currently the only users that can see all of the tickets are the Admins.

The following URL query string snippet shows the following snippet when all of the "Show" boxes are checked:
... &s_my=1&s_un=1&s_ot=1&sort=status& ...

So it appears that the query string has the correct parameters.

There must be something simple that I am doing wrong.

I just tested it myself and seems to work just fine.

Perhaps the user you are testing doesn't have access to the category where the assigned tickets are?
