"Restricted Access" wenn goining to the Admin login screen

Hello,

I have a problem, i cannot access the Admin panel, the login screen give me a Restricted Access notice.

Yesterday it worked withoud a problem.

Think its my IIS .. wenn i copy the directory and rename it than it wil open.
