Why different suggest article URL for user and admin

When admin new ticket, the suggest article URL will followe a text "&suggest=1", for example:

Http://www.Mywebsite.com/hesk/knowledge ... &suggest=1

The URL work with or without the "&suggest=1" , look like no mean of it? Why add this text string for admin?

With the "suggest" the "Go back" link is hidden, without it the link is shown.

No big deal.
