I can't seem to figure out how to enable emails notifications for ticket category changes. There is not an option in my profile to enable these notifications. In other words, if I am a member of both Category A and Category B, I would like to receive an email if a ticket assigned to A is then moved to B.

These emails are already sent.
However, note that:
1. if ticket is assigned (automatically) after being moved, it will only be sent to the person who the ticket is assigned to!
2. if *you* move the ticket *you* will not receive a notification, because you already know the ticket has moved.

In my testing, if I first self-assign a ticket, and then I change the category the "change category email" is not sent to anyone. Is that correct?

Yes, that is the expected behavior.
Notifications on assigned tickets are only sent to the person who the ticket is assigned to.
Person changing category never receives a notification, because he/she already knows the ticket category has changed (he/she just changed it).
