What terms did you try when SEARCHING for a solution:

1.i would like to add instructions for users on the first page before they ask for help.
2. i would like for the two administrators registered to all receive the new tickets submitted
3. i also wanted to change subject to say explanation
4. i wanted to remove the updated part on open ticket on admin sec. with custom one.

I only provide limited support for HESK so customizations are usually out of scope of my support:
1. you would have to modify HTML source code inside "index.php" file
2. if you add two administrator accounts and turn "Auto-assign tickets" setting to OFF they should both receive notifications.
3. there is a knowledgebase article explaining this
4. not something I can help with, but plenty similar topics have been posted here (and in the Mods forum) in the past, try searching there and applying code to your case
