Operation not permitted (550)

My host is IPowerWeb, I use Expression Web 4 for as my HTML editor. The server doesn't have "logs" folder so I tried "stats" instead to upload the .txt file. I got above error. Does that mean the server doesn't have permission to accept PHP scripts? Is there anythin I can do to get a counter on my web page? Thank you, Roman.

A "logs" folder is included in the download file (or create a new folder and call it "logs" in the same folder where your counter script is) - that's the logs folder you should use, not any existing ones on the server.

logs folder was not created as well as readme, there's no place I can find graphcount...
something is not right, I loaded it in my website name/public_html.
This is a frame build website, my counter is supposed to be on main frame page, not index...
I'm lost here

Are you sure you are using GCount from PHPJunkyard? Because if you downloaded it from here:

it does contain a readme.htm file and logs folder.

yes, I got it through ipowerweb.com, host of my webpage. They have a link to GCcount.
I'll try to download one more time today.
