Smileys disabled in config but still available

I have smileys disabled in my settings.php file, but are still showing up for my site visitors. Requested details sent to Klemen via PM. I'm just posting the issue here in case we find a resolution so others can use it.

Yes, it's a small bug in version 1.7 that will be fixed in next version (I know it takes too loong already...), see:
