I had trouble installing GB and deleted the GB files and now want to try a "clean"install. I still see a "stats" file on my server---is it OK to delete that file? :?

If the file is in the GBook folder, it is save to remove it because it is not one of the GBook files.
If it is in a general folder, it might be that it is used by another script, in that case I would not know if it is save to remove it. In that case you can best rename it and see if another script (probably one that keeps statistics of your website) is warning you about missing files in the coming months. If you get a message, you can rename it back to it's old name. And otherwise you can delete it after a month or so.

I do not monitor the Gbook forums regularly anymore since I do not use the Gbook script myself anymore for a long time. But it helped me a lot in learning to understand php.
