How To Remove Reply Button After New Ticket Is Opened

Using the version 2.21. Already entered the changes to do the following :

1. Remove the reply button once a person opens a ticket. We dont want them to leave multiple replies only until we reply to the ticket. Once we reply to the ticket they only have one reply back after our response and so forth.

2. Also we are finding that people are still able to leave mutliple tickets. We need to prevent that from happening.
