I would like to prevent users from deleting or marking tickets as resolved.
Can this be accomplished in the current version of the software?

Well, in fact I did search and was not able to find what I was looking for.
As for the link you entered that did not address my question, which perhaps was not as clear as it should have been.
Since I am still learning this software, I decidied to check out all the options I may have missed. I found the option under the users I had added. It had already been set to not allow them to delete tickets.
When I logged in as that user, the box under the list of tickets was still there (the one that you have to click to execute the deletion option). I did not test it to see if allowed me to delete (it would not) but thought because I saw it, something was amiss.
In summary, I assumed that if the option was still displayed to the user it was still available. Everyone has different styles and now have a better understanding of your style.
