Error Connecting to Database

I have not found anything on the forum that addresses my problem yet, except one thing, which doesn't match my issue.
When I run the install.php, and test the database connection, I get 'error connecting to database'... I have verified multiple times that the user, password, dbname and host are correct. I can use the exact same settings, and connect to mysql via HeidiSQL (front end client). I have a few other php/mySQL packages installed and operating properly on the same server, just Hesk fails to connect.
I have not recently updated mySQL, however, OLD password support already exists. Then again, I created a new user specifically for hesk since I couldn't get root to work. However, root and the hesk user both work through HeidiSQL client, so I am sure mySQL is working properly.
I have triple checked the config file, and recreated it twice to make sure I wasn't accidentally deleting something.
User connections are limited to 200, but that isn't the issue since I don't even show one connection to the database other than root when I am monitoring it, trying to make it work. If I omit the password, it displays the proper template, but tells me to enter the password, so I know it is attempting a connection.
I am, by far, not an expert at mySQL, so bear with me if I have missed something basic here.
Any ideas on what else to look at?
