I know there is an option to disable editing of ticket replies after they have been posted. Is there an option to disable deletion of ticket replies?

Deleting replies is connected to the "Delete tickets" permission.

Removing the delete tickets permission will also remove the delete replies feature.

When creating or editing a user.

On the "Permissions" tab, set "Account type:" to "Staff" and then you can limit access to Hesk features and categories.
