Email Template Not Updating

I have made some modification in the email template and I click "Save Changes". In the template it was updated, but once the mail comes am getting old message only, not the message from the updated template. For ex. When Staff submitting the ticket, both admin and staff are getting emails.
In the admin part am trying to change as "Hello Admin" instead of "Hello", but still in the message it is coming as "Hello".
Also How to update the newest ticket should list first in the ticket list.
