It is possible to play a sound notification, when a new ticket is submitted ?
Specifically, i think in "show_tickets.php".

There is no built-in way to do that, no. I like the idea though, will consider it for future.

And the ability to enable notification for each individual user, rather than "either all or none".
Or have the user turn on their own audible notifications.

I agree, it should definitely be a "per user" setting.

I've researched this for the next version of Hesk; the problem is modern browsers do not allow autoplay of media (sounds); there needs to be some user interaction (like clicking something), so this cannot be used to notify of new tickets in a browser.

The closest thing to this would be to have your email client play a notification when an email notifying you of a new ticket arrives.

I'd love to see a notification option! Would be very useful for support departments like ours that aren't getting new tickets constantly
