Email after Replay

Is possible to the system to send email notifications after anyone replay the ticket?or make any edit on it?
And also send an email after the case is closed

Hesk does send email notifications for those actions. Here is a list of emails it sends:

If the emails are not arriving, the problem is on the email sending side. This is ultimately the job of your mail server; Hesk just queues it.
