Is there an option to create a note attached to the e-mail that would appear next to every ticket, submitted by that e-mail? For example everytime someone with abc@xyz.com e-mail submits a ticket, a note "manager of xyz.com website, is thinking about changing server, had problems with PHP recently" would appear in the ticket.

Not directly, but if you attach the note in a text file, the file will be added to the ticket as an attachment.

But you have to add it manually to each ticket. I'm thinking about adding a note, connected to the customer e-mail instead of one ticket. That way I can set up a note "remember that this guy likes to exaggerate" attached to abc@xyz.com and everytime abc@xyz.com submits any ticket, that note appears in the ticket for admin.

Something like that is unfortunately not available, you'd have to integrate a CRM-like system into Hesk.
