HESK v3 requires a modern browser which IE9 is not. There are currently no plans to support old browsers in v3.
If you need support for legacy devices, you should:
1. download and use HESK v2 (as mentioned in the FAQ at
https://www.hesk.com/download.php)
2. OR, create a custom theme that will work with the old devices

I made some minor changes that should make the user interface usable in IE9 (I said usable, not pretty
)
Please try this and let me know if it works better (files go to your /theme/hesk3/customer folder, overwriting existing ones):
