tickets per page setting not sticking

What terms did you try when SEARCHING for a solution: per page, per, page, cases per page, lists per page, tickets per page

In the HESK settings>>Helpdesk Settings, there is a Help Desk setting "Listings per page". The help says this should set the default number of tickets listed per page in admin. It does not seem to matter what I set this number to be. I get 20 tickets per page displayed in the admin panel.
In the admin panel, I can set Display: x tickets per page to a number and click show tickets and that number will show. When I leave and come back to the page, the number entered before is gone and 20 reappears.
Should the helpdesk settings number be the default for the Display setting in the admin panel? Should I be able to set this so I always see all the cases if I set it to an appropriately high number (say 75)?
