Custom CSS & JS

Knowing such from other systems, and being a developer (and using that possibility whenever availabe), I would recommend to add 2 new fields to the global settings.
One for custom CSS definitions, and a second for custom javascript events.
With such it is a matter of seconds to change and or add css and js if needed, and not editing templates or/and css style files.
