Attachments to Ticket Template or Canned Response

Is there anyway to add a file to a ticket template or canned response as an attachment?

I need to include a file.

I know with the Knowledgebase you can add one. Is best option just to upload file to hesk_root/file and link it?

There is no way of adding a file to templates at the moment. Uploading it somewhere and linking to it might be the best solution, yes.
