Use ticket templates outside the admin interface

Would it be possible to implement the use of templates for tickets outside the admin interface?

Explainning better, I would like the user to be able to access the templates, even though they are not logged into the system.

That's not something built-in, you'd have to code it yourself.

If it helps, you can pre-populate the message by passing data to the create a ticket page:
