What terms did you try when SEARCHING for a solution: get no approval email, smileys do not work
smileys used when someone leaves a comment causes error.

When someone leaves a review, I should get an email that lets me approve or disapprove
the entry. Which it does... unless a person uses a smiley in the entry, then I do not get an
approval - disapproval email.

Also, while searching for a solution, I came across a thread that told me to change this setting
so that I could more easily test the Guestbook, as I worked on this problem
but this setting does not work no matter how I set it.

GBook doesn't care what the message is, an email is always sent. If it works without smileys but not with them, the only thing I can think of is that a SPAM filter is blocking the messages. See if you have a way of whitelisitng (in your email SPAM filters) the "From" email address that your notifications show and/or your server IP address. Or if you can find the missing notifications in your SPAM/Junk mailbox, can you mark them as "not spam".

As you have experienced, this will not be enough for messages that are manually approved. You can purge all the pending notifications (thus allowing new messages to be posted) by deleting all the random name text files in your GBook "apptmp" folder. You will find a bunch of files inside that folder, you can delete all except "index.htm".
