I encountered the following issue:

when attaching files to a reply to a ticket, on 'Save and continue later' attachments are not saved and need to be attached once again later. Is this by design or is this a bug? Can that be changed so that attachments are saved?

It's by design

Hesk doesn't store files on the server until a ticket/reply is posted. It will be changed in the future, but can't really say when.
