I haVE A ISSUE WITH THE CUSTOM FIELDS NOT WRITABLE OR OUTLINED'
ANY HELP ON THIS PLEASE. ALL ELSE IS WORKING FINE

Have you upgraded the help desk recently?

Can you try adding a new test custom field and see if it works then (that will clear some cache)?
