Change ticket category (to any)-function suppressed by other setting

Hi
I'm trying have "Change ticket category (to any)" enabled as a user permission without enabling "Can submit tickets to any category" but it does not seem to work.
The error I get is "Error: You are not authorized to move tickets to this category! "
What I'm trying to achieve; A help desk user should always create tickets in one specific category, but be able to move it manually to another category afterwards.
Is this possible?
