Assign ticket categories to specific users

In an earlier version of this, I could assign specific categories to specific users -- so, for example, Joe only got tickets in category A.
I can't seem to find a way to do that in this current version - am I missing something?

Sorry, I figured it out. I had all the users listed as Administrator -- when I changed them to staff, I could see the category assignment.
