Reopen tickets only for admin-Stuff cant Reopen tickets

i would like to know how is it possible to disable Reopen tickets once their status is closed.
its like in the supermarket , when the cashier wants to delete an item he needs to call the administrator to delete the specific item.
i think it should be applied here also.
