[Install Issue] "Session Test: Started" hanging

Simply trying to install ccount to my domain. There are no errors posting, just hangs at the 3rd process in the 1st step "Session test: Started". The first page looks like below:
ccount_settings.php: OK
ccount_database.php: OK
Session test: Started...
Then the box for creating a password, and the button to "Continue to Step 2"
I assume that the first two are just simple checks for if the files exist.
I have tried creating different folders to install to, manually switching ASCII/Binary for assocated files, CHMOD to 777, 766, 666 on 3 different installation attempts, creating password on install page, manually putting in a password in settings.php (got lost, so gave that up).
I used to have a version working a few years ago, but lost that host, and that version of the script is very outdated now.
Any help would be appreciated. It seems that my issue might be the lack of location for session_test.php, but I neither know where to locate it, nor what to do once I did...
