Howto Disable Public Ticket Creation?

Sorry if this is a dupe but i can't find anything similar.

I want to make it so that you must be a registered use to raise a ticket.
Then I need to make sure no one but me can register users.

I want to use hesk for a sales tracking system and I'll be raising the tickets myself
and dont want someone happening across the site and spamming it.

Worst case scenario I'd settle for just disabling the public view and have admin view only.

The easiest way to achieve this would be to use HESK in "Knowledgebase only" mode.

Admin panel > Settings > Knowledgebase tab > "YES, use HESK as a Knowledgebase only (disable help desk)"

This will hide the submit a ticket form, but sill allow staff to enter tickets via the staff panel.
